That's why it's not pyrolysis going on in the tire. You can heat rubber, in the absence of oxygen, and get pyrolysis, but the process requires continual input of heat from some outside source and does not become self-sustaining and run away like is happening in the tire. The tire is basically burning inside. In fact, if the test lab could put some miniature camera inside the experimental tire, I bet they'd see fire. In any case, repeating the experiment with a tire filled with an inert gas (any ballsy welder want to try inflating a tire with argon and then welding on it?) would show that without oxygen, the runaway reaction does not occur and the tire does not explode.
