I have found the Nokorode is bit weak, and liable to char, but yes, if you get it "really clean" and can keep the flame off the flux itself by heating from the back, it can work. I just used it yesterday on some sheet metal where I could heat from the back side and it worked okay. It helps a lot if you can "scrub" the solder into the metal, either directly by having it just barely hot enough to melt, or after it's melted by scrubbing it with a small stainless steel brush. Still, acid flux (do they make "Yeskorode"?) is really the way to go for bare steel.

When I was a kid there was an old-fashioned tin shop, where they'd make anything you could want in the way of ducting, flashing, gutters, tanks, etc. out of sheet metal; bent, crimped, rolled, and soldered. They didn't mind me watching, and once in a while I'd get up the courage to ask them to make me something for some electronic project, or sell me some scraps. They always soldered the seams using acid flux and heavy "coppers" heated with a blow torch. The guys who knew how to do it made it look easy.
