When I took all mine apart, I did it with a hefty screwdriver and a little sledge hammer. Take the stem outta the valve, and make sure all the air is out. Soak it with wd 40, pd blaster or something. Then drive the screwdriver, or a thin prybar into the slot, pry it out and talk it around with the screwdriver or prybar. Mine were rusty enough that it wouldnt POP off, i grabbed one side and eventually just yanked and pulled it off little by little.
Probably not the safest, but it worked for me, and I could tell if it would spring or not as it was coming off
