Because the filter base was installed wrong, the outside (can side) of the filter was connected to the tank. Thus, even a clogged filter and a bad bypass valve (which it effectively had, being put in backwards) would only build up pressure in the center of the filter, not on the can. There's nothing between the outer part of the filter element and the tank except for a ball valve (wide open and good), 5' of 3/4" hose, and one pipe elbow.

I talked it over with a guy who runs a shop here that does a lot of work for the mines (you want to see a complicated hydraulic system, look at a "jumbo"), plus builds some pretty interesting custom vehicles, and he concluded that it pretty much had to be the hose, and that if anything was clogged in the return system, the pressure would eventually build up until it equaled the high-side pressure, and something would blow before it got to that point.
