Winch Rating Model Year Change Question

On the model year changes list on this site, it says the winch rating increased to 10,000 lbs in 1958. I always thought the change ocurred with the introduction of the 251 engine, which didn't happen until 1961.

Can anyone shed some light on this? Did Chrysler simply increase the PTO shaft diameter and the size of the shear pin? Did it have anything to do with the introduction of the NP420 synchromesh tranny and PTO?
