The old style Hydra-Vac power brake system was a bit odd-ball. The master cylinder, that your brake pedal attached to, fed pressure to the Hydra-Vac unit (this acted like a 'hydraulic pedal' to the Hydra-Vac), so pressure from the Hydra-Vac unit to the wheel cylinders was isolated from the master cylinder. Therefore, you have to bleed two separate brake systems to do the job properly. Of course, the power brake systems have evolved to what they are today, with only one hydraulic system to bleed.
