I use excite.com

You have to enable cookies initially so that your individual settings can be saved to a file (cookie). After that you simply turn the cookies off in your browser. No need to keep them enabled all the time.

I wonder if this is what Yahoo has in mind or if they are trying to maximize ad revenue.
