That would make sense if the front and rear outputs always ran in the same direction at the same time. To clutch them separately would require a lot more complexity inside the PTO, which already has 3 shafts in it. Of course if you happened to have this longer output shaft, along with the different shifter bracket that has a hole in it and a place for another seal, then you probably have the whole double-ended PTO and there isn't much point in taking those parts out of it and putting them into an M37 PTO.
