Fuses are rarely bad. They blow for a reason. I think you have an intermittent short to ground somewhere. I would still turn the lights on, reach up behind the dash and wiggle things around, pull on wires, etc. Also check and pull on them where they run along the frame. Most likely a wire is worn through somewhere and is grounding out. Better to find it now than when you're on a long drive at night.
