I don't think in 1990 it is a powerstroke, I believe they made a turbo charged 7.3 IDI engine until about 1993/94. Indirect injection will not give you the fuel economy of the direct injection due to the inherent disadvantage in thermal efficiency, however the IDI engine should be a bit quieter.
A guy from canada had an M37 with a 7.3 non turbo a couple of years ago at the PW rally in Iowa and it seemed to work fairly well and had adequate power. From my experience if you install locking differentials in the axles even the 4bt will break axleshafts like twigs but with open axles I think the pw drivetrain is up to the task.
