That works if it's just the pivot that's stuck, but when the flapper is jammed with the heat riser space filled with soot, that won't work, and if the flapper is rusted to the inside of the housing, it's not very likely to work. Still, everything is worth trying before you pull the manifolds.

What I'd like to see is a manual control like a choke cable on the dashboard for "carb heat" like airplanes have (had?). Then you could apply full heat when starting to get the engine off choke as soon as possible, and you could apply just enough heat under icing conditions to keep it from icing, but otherwise you could run it in the "summer" position for best power (a colder, denser fuel/air charge makes more power) and to avoid vapor lock. Meanwhile, simply making it easy to work the heat riser back and forth frequently would keep it from seizing up.
