MU2 clutch spacer question

The parts drawings show a sleeve on the cable drum shaft between the dog clutch and the drum, but I can't figure why it would be in there. On one drawing it's #20, on the other it's #52. It shows one on each side of the sliding clutch. Mine only had one on the gearbox side, which is where it make sense. I made another one to put as shown in the drawing, but it seems like when it's in there, all it does is keep the dogs from engaging all the way. The sleeve is about 1/4" thick in both directions and slides on the drum shaft. Any idea what's up with this?
