I have an NOS E7T2 carb like that on my 1946 WDX. It has a plug in that hole. The truck will run with the idle adjusting screw turned all the way in, suggesting air is getting in somewhere. I have checkd all gaskets and mating surfaces and manifold plug holes. No backfiring, but the truck lacks power. Top speed is about 35 mph.
