Also check the fuel filter, at low temps any water in the filter housing will freeze into ice and expand, causing havoc. You need to open the drain regularly to keep water drained out.

These things do have known lift pump issues, check to see if the weep hole on the lift pump is leaking any fuel - they often do when they fail. Easy part to change.

You don't say the temperatures at which the problem is ocurring. The factory truck does not have any anti-gel heaters in the fuel storage system. Fuel viscosity problems could cause the problem you describe. You can use an anti-gel additive between 25F and 0F, below that you really need some kind of heating system. Alyeska used to run a lot of these in northern Alaska, and they worked fine when the fuel systems were heated.

Mine runs surprisingly well being a 1997, but I have heard of any number of problems ranging from the turbo to the PCM. You might check in with the good folks over at the forum at www.dieselstop.com - a Ford PSD site. A few people over there have extensive tech knowledge on these engines. Otherwise, you need a mechanic trained specifically on these engines.
