That's why this is a real tough issue. There are bad stories no matter what the police do or don't do. I don't think severe penalties make any difference either. The criminals who do this sort of thing aren't thinking about penalties. They're just thinking (if their fried brains can even think) about getting away.

The only way I can think about the problem, though, is that the cops are the ones with their heads screwed on straight who have to keep their cool and do what is likely to be the best thing for public safety overall. Plus, they're the ones who are organized and have lots of resources to call on. Those two cop killers near Seattle this fall were both caught within a fairly short time thanks to good police work, even though they initially got away. The second one, who had shot 4 cops dead a few days earlier, was killed in a one-on-one encounter with a cop who was responding to what he thought was a simple auto theft, but might well have been a trap set by this guy.

On the balance, high speed chases just aren't worth the risk any more. When some innocent person gets killed as a result, yes it's the bad guy's fault, but the dead person is still dead, and the cops who started the chase are the only rational people who could have made a rational decision to call it off even if that would mean that this particular drug courier (in Copey's case) might get away that time. I realize your Louisville situation is different. I don't think anyone could have foreseen that, or done anything to prevent it. Sometimes a crime is just the criminal's fault and there's nothing we can do but punish the SOB and try to clean up the mess as much as we can.
