Carter Thermoquad whistling...

The carter thermoquad on our crew cab with 383 likes to whistle when you rev it up. At an idle there is no whistling. I first thought it was a vacuum leak but I checked all the lines and no holes or cracks. I took the air cleaner off and found the noise sounded like it was coming from the primaries. Didn't know if anyone else had the same problems or knew what it could be.
