The picture shows how the wheel side ring fits into the wheel. That will give you an understanding of where to apply effort to remove that ring.

Typically, the wheel side ring is "rust welded" where it fits into the wheel. This suggests that you drill holes around the circumference of the inner sidewall of the tire just clear of the inner bead flange and use a serious punch to drive the wheel side ring out of the wheel, keeping it even all the way around.

It's all about getting the flange that slides into the wheel to slide out. That's the only way to make it happen. Any other way will make that flange come out unevenly and it jams in place. ( I just had to rewrite this post to avoid the term "c_cked to one side")

This is not about getting the tire bead unstuck from the wheel side flanges. Driving on low inflation, chemical release agents, using a proper tire bead breaker similar to a mattock, and all the other methods that apply to any stuck-on tire bead may still be needed to complete the job.

BTW: I know how to remove the tire on a solid ring wheel like a Ben Hur cargo trailer. We'll save that for another day.
