Winch decoding, any comments?

I was attempting to decode a couple of winches on early 46 FFPW's and found they had the number 10 instead of the 2 digits for the year of build. I was using the winch decode information from the T137 site which states

"Some winches have 10 or some other non-year as the first two digits of the date code portion of the winch number. Nothing is yet known about why this is, or if there is another way to get the year of these winches".

I am not so sure this number is supposed to be a 10 but instead the first 2 digits of the sequential build number from is manufacture. The reason being is they built over 100,000 winches in WW2 for Dodge trucks and they were all given numbers in sequence of when they were cast, starting with 1.

My early 46 trucks and at least one in the registry have the winch number as 10 something. Since Dodge was using the stock in hand during the beginning of their manufacturing I think they used the WC3/4 winches which were up in the 100,000 build numbers which is why it was thought some FFPW's have winches that have the 10 instead of the year.
