You should consider not removing the bolts unless broken or rusted at the rim bad. 9 times out of 10 you mess up the threads or break them. Taking them out will weaken/distort the bolt. I replace when rusted badly at the rim base or broke.

The flange ring slides over the rim center about 1-1/2 and is a fairly snug fit. As water gets between the two parts, rust forms and locks the to pieces together. There are basically thre ways to get them apart:


Use a garden hose and forces water between the ring and rim to loosen the rust. Try using a flat screw diver and hammer it in the joint of the two parts at the two notched areas to separate the pieces. If not rusted bad, this usually will free the two pieces.

If the above don't work, break the tire bead from the rim on the opposite side of the flange. You can used 5/15 or 3/8 inch steel flat stock two inches wide and hit the flange to break it free. Don't continue to hit in one spot, work it around the rim.
