We used to repair a lot of shafts, both large diameter and small, for local public works departments, heavy industry, and farmers. This was usually for very old equipment and replacements were nonexistant. We would lay continuous weld beads around the shaft on top of each other over the damaged area until we had built the surface up about 1/2-inch. Then, turn the welded area down to the correct size again. Done correctly, it is hard to tell where the original shaft stops and the built up area starts.

Short of doing this, the cheapest place I can think of buying keyed shafting is Misumi. I specifiy Misumi shafting daily for our customers. They can supply finished shafts cheaper (and sometimes faster) than a local machine shop can make them. I think their phones and email are linked directly to their CNC machines. ;^)
