I use wood to drive these bushings just fine. I cut a baseball bat off at the correct diameter (about 2-1/8") and then saw the other end of the bat off about 10" from your first cut. Use a 2 lb. hammer and they will drive in easily.
When you get the bushings seated, use a fine emery cloth to clean the surfaces of the bushing and axle. Coat the axle with wheel bearing grease and it should slide in fine.
