If the dash wiring is still military, there's a circuit breaker behind it, on the metal piece that goes from the dash to the firewall and has the cowl vent lever attached to it. The breakers are "klixon" types, so you hear them click when they open, and then they click again when they cool off and automatically reset. Most likely a wire has rubbed through and shorted to ground somewhere. Best place to start is to pull the gauge cluster and just look around back there. You'll probably have to reach up behind and disconnect the speedometer cable first, then loosen the 1/4-turn fasteners at the corners (they're not screws, so don't try to unscrew them all the way, just 1/4 turn) and there should be enough slack in the wires to pull the cluster out. If you can't spot the shorted part by eye, you might have to try disconnecting various parts of the circuit, one at a time, to narrow it down.

It's not real clear from your description just what is dead, though, so if it's the lights that feed off of the 3-lever light switch, that has its own circuit breaker inside of it. That one doesn't really make a clicking sound when it opens, though. There are a lot more opportunities for shorts in the headlight/taillight wiring than in the gauge wiring, though.
