The tow vehicle insurance covers liability but not the trailer itself or whats on the trailer. If you were in a wreck and what you were pulling causes damage it takes care of liability but does not cover whats behind you. The trailer and or what ever you are hauling is damaged you are just out the $$$ to replace or fix. If you want coverage to fix or replace the trailer in a wreck then yes you would have to gt its own policy. I am sure there are differences out there with some insurances but this is how mine works. I am sure you could get special trailer insurance or add-ons to cover the trailer and what ever its hauling.
