That said, I don't feel very comfortable about re-using them. I sure wouldn't pull the head on a rebuilt engine just to see what's inside. What do you have to lose by running it and seeing if there's any reason to suspect that anything is wrong? I don't know about the washers, but I agree they're probably there for a reason. I've seen washers under head bolts on other engines, or maybe it was under the nuts of head studs. One thing for sure is they have to be flat-ground hardened washers -- no "hardware store" washers. They're too soft and will get torn up and squished out. If they look like proper hardened washers, I'd assume the guy who rebuilt it knew what he was doing and did it for a reason. If they're hardware store washers, the whole rebuild is doubtful.
