Anything will bend once it's pushed beyond it's yield strength.
The front axles on the pw's are indeed stronger than the newer and much cheaper D60 and D70 axles that are built with straight 1008 tubing. What likely will bend on the front pw axles are the stubs within the axle that support the knuckles. These are only about 1" diameter and have shallow welds within the axle housing. This is very rare, as to get this much force, you would raise the alarm by flatten the tires like jumping a ditch or vertical winching what,,, 10,000 pounds before anything bent. I think they would snap their welds before they bent or the housing bent. Do your tires look cambered out? If so maybe the stubs are bent. Or the steering brass and roller bearings are worn out or need a re shimming. Chassis stiffeners were usually applied when these trucks were used as wreckers. The standard frame would bend and crack.
