The studs will have to come out to install the spacer block ( they aren't long enough ). The spacer manufacturer should provide new hardware of the appropriate strength. Pulling the existing studs can be a pain and may require some finesse to get them out without snapping them off in the knuckle if they are rusted.
The split locks are deisgned to hold the arm firmly in place and eliminate any and all slop. Once the nuts are removed, you should smack the arm smartly with a hammer to get them to vibrate loose ( penitrating oil helps here too ). The arm will not come loose untill those locks are removed. Hope this helps.
