I wish I could say I'm shocked, but truth is VA hasn't changed a hell of a lot since the 60s. VA is staffed by a bunch of no good rittin ba*#%@#$ who don't give a damn because they don't have to give a damn.
VA employs many "Doctors" and "Nurses" who have lost their State licenses. It is well known by the dregs of medicine as long as you get hired by VA loosing your license doesn't matter, you won't be fired.
In large part this is thanks to a pile of dung named Max Cleland who was appointed to head VA by James Earl Carter of Georgia. VA exists to kill patients as cheaply as possible.
VA "hospitals" are fully adept at billing insurance carriers for the vets who do have insurance. I know one vet VA has billed Blue Cross for $58,000 for removing his gallbladder, and he still has the gallbladder in him. Blue Cross paid anyhow.
Obama wanted all military to pay for their own medical care. What the hell they volunteered to be in the military.
Please leave me to die in a flooded ditch rather than taking me to a VA facility.
