Well, I have stock brakes and can easily lock the wheels on pavement. I don't know how much better you can get or need. The advantage of disk brakes - if you do a lot of steep mountain braking, then they offer the advantage of cooling, where drum brakes will fade with heat (air builds between lining and drum). Availability of parts for disk is probably another advantage. I would consider the type of driving you do, and cost between disk and drum.
