The Fair Trade Commission asked for 55%, the White House neutered at 25%.
Brazil beat them to it a few days ago.
It seems that china is dumping these cheap, marginal tires on the market here at 1/2 of their true cost in an attempt to run the remaining US tire makers out of business.
That would be Goodyear, Cooper, Dunlop, Kelly and a few others that haven't been bought up by overseas makers.
Even though BFG and Firestone are foreign owned, some plants are still here.
(always check the sidewall for Made in USA.
