The motor is gonna need a certain amount of air. The choke is controlling it. Take the choke clear off and his reading will be way different.

The motor sucks in 100% of its air thru the carb with choke off. Add a vacuum leak some where and the motor may be getting 130% the air it actually needs. Use the choke to cut the air flow back down in the carb to 100% and it runs and shows fine on the vacuum gauge. Now 30% of the air is coming in at the leak and 70% in via the carb.

The motor will get its air one way or the other. If he didnt have the manual choke it would probably really run like crap if it would even run at all.
