I have seen similar things on my ffPW. It occurred after rebuilding the carb. I always had to have some choke on to get it to run well which told me it was running lean. The problem is that the rebuild kit I got had smaller jets than the carb had originally and I did not check. I later replaced all the new jets with with the original ones as I kept them. Problem solved. So check for partially plugged or incorrectly sized jets.
