It's "obviously" the regulator or the generator, but first try disconnecting the field wire at the regulator and see if the same thing happens. If not, then hook up the field wire at the regulator but disconnect it at the generator. If the problem occurs, the field wire is grounding out somewhere between the regulator and the generator. I'm thinking the problem is that the field is shorted to ground somewhere. If the problem happens even with the field wire disconnected at the regulator, give the regulator a good looking over for any shorts or melted insulation. I don't know what a WC regulator is like, but if it's a 3-coil unit, the coil with the fat wire is supposed to limit the field current even under short-circuit conditions, so it would have to be stuck closed (armature up). Sometimes the points of regulators get welded together. If this truck is new to you, it's also possible that some previous owner messed with the regulator adjustments, got it all out of whack, and gave up on it.

You could also shotgun it by swapping in a known good generator. If that doesn't fix it, that leaves the regulator or the wire between them. If it was mine, I'd start with disconnecting the field wire at the two ends as I described, simply because that's the easiest thing to do.
