Missouri mandated 10% ethanol in all gas except premium. Some people buy premium thinking they can avoid the ethanol, but just because it is not required in premium does not mean it is ethanol free.

Incidentally, the requirement is only in affect when ethanol is cheaper than gasoline. The law has a safety valve to make sure consumers are getting the cheapest fuel possible. The real purpose of the requirement was to get terminals to offer ethanol. Without a gurantee they would see a signficiant volume, the oil companies refused to blend ethanol. The mandate actually provides more options to consumers than intuition may lead you to beleive.
