Just go find any new motorcycle.
Every part of a new bike is powder coated...including the tank & fenders.
I'm a huge fan of good epoxies but there are several kinds of powder coat...I don't think you're comparing apples to apples.
Another thing...there's absolutely no chance a reputable powder coat shop can prep & coat a wheel for $25. I mean lets be realistic here...good powder coating...the material costs more than $25. I've seen lots of wheels done through tire shops & they look like the dogs ass in 2 years...but you get what you pay for. They can do it for $25/rim...but I can paint your truck for you for $200 as well :)
I think we're going to have to find a way to do a fair comparison to end this silly notion that powder coating peals. If I give you a part that's been powder coated proper...put it in your blast cabinet...it won't touch it. No chance you'll get it off.
I'm afraid I strongly disagree with you boys here...& I've used plenty of both for more than 20 years.
