Powder coating is billed as some kind of improvement over paint, but it's really only an improvement from the manufacturer's point of view -- one coat, bake it, and you're done, plus very little overspray. Also, no haz-mat issues. None of those things makes it a better coating, though. I agree with all the other comments about poor adhesion and it peeling off if there's any damage and corrosion. I expect the wheels and rings were originally given some kind of chromate or phosphatizing coating and then painted. When you sand/bead blast them, you're removing the passivation coating, so you loose that back-up level of protection, which makes it even harder for the paint to do the whole job. I don't care much about the looks of wheels, but I don't like rust, and I like something that's easy to touch up after the monkeys at the tire shop beat on it with tire irons and double-jacks, so I just stick with black rustoleum on all wheels.
