You are no doubt talking about the window mounted evaporative coolers used in the early 50's. They were only marginally effective and only in places with almost no humidity. Rodders here in Tucson like to put them on their cars but only for "the look" as they are inoperative. It was a bad idea 50 years ago and is still a bad idea today.
