Fuel pressure is set by the spring in the fuel pump. Nothing can go wrong that would make it too high unless some previous owner put the wrong pump on or changed the spring, which is unlikely. The problem is in the carb -- either the float setting or the needle valve.

Take the top off the carb and try cranking the engine to see how high the float actually goes. On the different carbs I have on all my 230s, with all the civilian ones you can take the top off fairly easily, maybe hold the float pivot retainer with your finger, and have someone crank the engine. If you suspect the needle valve, try pulling up on the float harder to see if it shuts off. Obviously nothing resembling a match, spark, cigarette or the like should be allowed anywhere within sight of you.

It's possible the float is waterlogged (if cork or foam) or leaked (if brass), so consider that if it doesn't seem to float very well. If the float is too heavy, you'll get too much fuel into the bowl. Cork floats can be rather sneaky about getting only slightly waterlogged and not totally sinking.
