Seems like taxing fuel makes more sense than taxing mileage. The system is already inplace for that, no need for a new layer of bureacracy and technology, and privacy invasion.

The amount of fuel used appropraitely translates to the miles driven and a big heavy vehicle that is harder on roads also uses more fuel. Those who conserve fuel should benefit from paying less tax. They are also helping reduce emissiosn and dependence on foregin oil. If they have figured out how to go farther on less fuel, they should be rewarded for that.
