NY does not issue titles on older vehicles and boats, but it does issue a Certificate of Registration. This Certificate of Registration must be used to transfer a vehicle to a new owner. Certificates of Registration are issued as either TRANSFERABLE or NON TRANSFERABLE. Only a Transferable is legal to transfer (sell or give) a vehicle to a new owner. NY does have procedures in place to obtain a Certificate of Registration TRANSFERABLE if other paper work is not available. Contact your local NY DMV office for the needed paper work.
