Go back to basics and forget side issues for a moment. Good battery? check. Good cables? check them. Good connection to earth? check. Good connection to starter? check. Nothing else connected to starter? if so disconnect. Take jumper wire from starter terminal and touch solenoid tag. If it winds over you have a good start for the next step, if it doesn't you likely have a sick solenoid. Sick solenoids will do the things you mentioned.
