Those screws can be a really bugger. I've managed to get them out with a crow bar ground down to make a perfectly-fitting giant screw driver, and a wrench on the crow bar handle, but I think yours are too far gone. Probably need to drill them, soak the stubs with kroil, maybe apply some heat/wax, and then try to get the remains out with an easy-out.

Some people just put the drums back on without the screws, figuring that since the wheel holds the drum on (like on modern rigs), why bother with those extra screws to hold the drum on. The trouble is, the screws aren't there to hold the drum on. They're there to hold the drum aligned properly so it's centered around the axle. The center hole is not a tight fit, and without the screws the drum is likely to be off center.
