So, let me get this straight. The government is paying $4500 apiece to scrap out running drive trains (engine, tranny, transfer, axles...?) so that no one can re-use them until they've been shipped to China and melted down into new stuff. How exactly is this good for the environment? Are the environmentalists so deluded these days that they think that building a brand new "high-mpg" engine will consume less natural resources than would be consumed by letting somebody keep running the old already-built and delivered engine until it wears out?

I can see doing this to bail out the auto industry, create jobs, etc (just like any program to spend public money to buy new stuff and junk the old would "create jobs") but there is no way that building any new thing is better for the environment than keeping the old thing that's already been built. There's nothing "environmental" about "cash for clunkers". On the plus side, my Ford stock is finally back up to what it was when I bought it 2 years ago, so I guess I shouldn't complain.
