Car Allowance Rebate System (CARS) has a Frequently Asked Questions page at http://www.cars.gov/index.php/faq

How do you get a double rebate?

* Your vehicle must be less than 25 years old on the trade-in date
* Only purchase of new vehicles qualify ($3,500 or $4,500 rebate depending on trade-in)
* Generally, trade-in vehicles must get 18 or less MPG (some very large pick-up trucks and cargo vans have different requirements)
* Trade-in vehicles must be registered and insured continuously for the full year preceding the trade-in.
* NOTE: Your vehicle trade-in may be worth more than this program, please see your local dealer if you have any questions.
* Some work trucks were never rated for fuel economy, if this is the case, the truck must be from model year 2001 or earlier and must have been manufactured less than 25 years from the trade-in date
* The value credit given for the purchase of category 1 or 2 truck depends on the difference between the combined fuel economy of the trade-in vehicle versus the combined fuel economy of the new one.
