Most likely is. My concern is it may be leaking in more than one place and slight leaks or small cracks can be tough to find. no one wants to do it twice/ I hope it doesn`t sound like overkill but there are things that experienced guys take for granted. I was a Mopar and Ford service manager for lots of years and I went crazy trying to find things wrong when someone tore it to pieces prior to diagnosis
It is pretty easy to pull the w/pump belt and look for bubbles COLD for just a minute. Sometime the circulation can prodece bubbles as can a hot spot making steam. Then the pressure test on the rad. If it drops and there is no external leak keep pumping it up over the period of 4-5 hours, take the plugs out and rotate the engine,, you may find water in one or more cylinders. Now when you tear it down you will know EXACTLY the location of the trouble. It may be leaking externally and internally. Many rental shops have pressure testers and you know about compression and leak down tests. A leak down may blow water out the rad but I doubt your leak is that bad,, Sorry for the long post, just trying to cover it well and hope it helps. I don`t want to suggest how much pressure to apply,, I have a habit of going well beyond spec to find the weak spots but I get flamed for suggesting that kind of behaviour.
