Eastwood has some different products they reccomend depending on the condition of the surface you're using. Their alternative for POR is Rust Encapsulator. Can't speak for any of these products.
I have a bottle of their rust converter and the rust encapsulator but haven't tried them yet. I was going to use them on the interior surfaces of the frame cross-members which can't be completely blasted.
If you try any let us know the results.
