POR and bonding to metal

I posted this picture a few years ago in a discussion of POR.
The piece on the left had been painted with POR after following their recommendations for cleaning and prepping. The one on the right was blasted, painted with epoxy primer and hardened urethane.
They were both dipped in hot lye solution in a bucket for a few minutes. The POR came off like a hot knife through butter.
What does that mean? I am not a paint scientist, but I was surprised at the poor bonding of the POR to the underlying metal.
Something to consider.
For my project I chose to blast to clean metal and use epoxy and urethane. IF I did not have time/money I might consider a "miracle" paint like POR and others, but...
