Having just installed PS on my FFPW, I watched the way the PS gear works. Seems that the valves allow the fluid to flow right back to the reservoir, no pressure unless the wheel is turned. At that point, the valve closes to the return system, pressure builds, and the wheels turn. What I'm saying is that the normal state for the PS system is no resistance, so minimal pressure. That means that the hydro-boost only runs off of it's accumulator, which is only pressurized when the steering is loaded. So, no, the hydroboost won't steal pressure from the steering, until the brake is released, after the panic stop is over. At which point, the hydorboost will re-charge it's accumulator, with only a couple cubic inches of your five gpm pump.

What say you Paul? Have you delved this deep into the functioning of the Hydro-boost?
