The Jacobs brake on "big rigs" does involve the valve train to cause the engine to work as a compressor. The typical "Jake" brake sound is the release of the compressed air.

The Jacobs brake on light trucks like our Dodge pickups does not involve the valve train. Instead, a “flap” restricts exhaust flow. The sound from an exhaust brake is almost negligible.

I am on our city council. When our city adopted an ordinance prohibiting engine brakes in the city limits, I insisted that the wording specify "compression" brakes. This prevented excessive noise but did not affect the many diesel powered light trucks operating within the city every day.

It is regrettable that so many state and local officials are not aware of this. The less they know, the more they restrict us.
