318 heat riser question

I am getting the 318 back together from the valve job. While I had the manifolds off I had a bracket made up to control the heat riser manually with a cable from the cab. It made me think though, when the heat riser is closed, where does the exhaust from the right bank go? I know it is supposed to go under the intake to heat up the carb, but with the pipe blocked off it seems like it is more like a Jake brake!
