You could do something like that -- mount a pair of regular car seats in the back, but make them easy to remove. That way you'd have head rests and seat belts.

I like the troop seat idea, but whether or not you could get away with it depends on your local laws and the enforcement thereof. I would consider that unsafe for off-road or freeway use, but at slow speeds on half-decent roads (like the troop seats were designed for) they ought to be reasonably safe if the kids sit still and don't start roughhousing.
